INVITATION TO BID The Housing Authority of the City of Santa Barbara is soliciting sealed bids for the rehabilitation of three parking lots at three separate apartment complexes located at 821 Vine Avenue, 820/824 Vine Avenue and 825 Olive Street, in Santa Barbara, California. The scope of work consists of but is not limited to demolition, concrete, masonry, stucco, carpentry, painting, permeable pavers, ornamental iron, landscaping and clean up. The Housing Authority will receive sealed bids until 3:00 p.m. on the 29th day of June, 2017 for the proposed work at the Housing Authority's Property and Development office located at 702 Laguna Street, Santa Barbara California, at which time and place all bids will be publicly opened and read aloud. For bids to be considered responsible, contractors must attend a mandatory job walk at 9:00 a.m. on Wednesday, May 24, 2017 at the job site at 821 Vine Avenue in Santa Barbara. Contract documents, including specifications, may be obtained by visiting the Housing Authority's web site at, clicking on Business Opportunities, then on Invitations for Bidding (IFBs), then on the bid package link to the plan provider. Bids in excess of $25,000 shall be accompanied by a bid guarantee in the form of a money order, cashiers check, certified check or bank draft payable to the Sponsor, U.S. Government bonds, or a satisfactory bid bond executed by the bidder and acceptable sureties in an amount equal to five (5%) of the bid. No bid may be withdrawn for a period of thirty (30) days after bid opening. All bidders will be required to certify that they are not on the federal Consolidated List of Debarred, Suspended and Ineligible Contractors. The Contract documents required to accompany all bids (Representations, Certifications, and Other Statements of Bidders (form HUD-5369A) Form of Bid, Bid Bond, Form of Non -Collusive Affidavit, MBE/WBE Affidavit, Section 3 Eligibility Questionnaire) shall be in an envelope which shall be clearly labeled with the words "Contract Bid Documents," and show the project identifications, name of bidder, name of project and date and time of opening. All labor is required to be paid at a rate not less than the higher of the current State Prevailing Wage and the current Federal Davis-Bacon Prevailing Wage (published with bid documents). In the event that the Housing Authority awards a Contract under these Contract Documents in excess of $25,000 the successful bidder shall be required to post both a Performance Bond or equivalent security and a Payment Bond and furnish evidence of Workers Compensation and Liability insurance in the favor and amount as required by these Contract documents. The successful bidder will be required to comply with all nondiscrimination laws and regulations pursuant to the provisions of Section 8.08 of Item VIII, General Conditions. The Housing Authority reserves the right to utilize a joint control firm for purposes of valuing the work done or disbursement of payments or both. The Housing Authority reserves the right to postpone, accept, or reject any and all bids as the Housing Authority deems in its own best interest, subject to the terms and provisions of the Contract documents.
