INVITATION TO BID
The Housing Authority of the City of Santa Barbara is soliciting sealed bids for the replacement of a roof at an apartment complex located at 816 Vine Avenue, in Santa Barbara, California. The scope of work consists of but is not limited to demolition, carpentry, roofing, painting and clean up.
The Housing Authority will receive bids until 3:00 p.m. on the 5 day of June 2013 for the proposed work at the Housing Authority's Property and Development office located at 702 Laguna Street, Santa Barbara California. For bids to be considered, responsible contractors must attend a mandatory job walk at 9:00 a.m. on May 22, 2013 at the job site at 816 Vine Avenue in Santa Barbara.
Contract documents, including plans and specifications, may be obtained by contacting Hector Torres at (805) 897-1068 or email at htorres@hacsb.org.
Bids in excess of $25,000 shall be accompanied by a bid guarantee in the form of a money order, cashiers check, certified check or bank draft payable to the Sponsor, U.S. Government bonds, or a satisfactory bid bond executed by the bidder and acceptable sureties in an amount equal to five (5%) of the bid. No bid may be withdrawn for a period of thirty (30) days after bid opening.
All bidders will be required to certify that they are not on the federal Consolidated List of Debarred, Suspended and Ineligible Contractors. The Contract documents required to accompany all bids ((MBE/WBE Affidavit, Section 3 Eligibility Questionnaire and the CDBG requirements referenced in the Table of Contents) shall be in an envelope which shall be clearly labeled with the words "Contract Bid Documents," and show the project identifications, name of bidder, name of project and date and time of opening.
All labor is required to be paid at a rate not less than the current Federal Davis-Bacon Prevailing Wage (published with bid documents).
In the event that the Housing Authority awards a Contract under these Contract Documents in excess of $25,000 the successful bidder shall be required to post both a Performance Bond or equivalent security and a Payment Bond and furnish evidence of Workers Compensation and Liability insurance in the favor and amount as required by these Contract documents.
The successful bidder will be required to comply with all nondiscrimination laws and regulations pursuant to the provisions of Section 8.08 of Item VIII, General Conditions.
The Housing Authority reserves the right to utilize a joint control firm for purposes of valuing the work done or disbursement of payments or both.
The Housing Authority reserves the right to postpone, accept, or reject any and all bids as the Housing Authority deems in its own best interest, subject to the terms and provisions of the Contract documents.

Federal Prevention of Significant Deterioration (PSD)
Public Review Period May 20, 2013 to June 20, 2013
General Project Description:
The Santa Barbara County Air Pollution Control District (District) Board of Directors will hold a public hearing at the time and location listed above to accept comments and consider adoption of amended Rule 810, Federal Prevention of Significant Deterioration (PSD). The public hearing on proposed amended Rule 810 will begin around 1:00 p.m. or as soon thereafter as the matter can be heard. On January 20, 2011, the District adopted Rule 810 as part of a suite of rules to implement the United States Environmental Protection Agency's (EPA's) PSD and Title V greenhouse gas tailoring rule. EPA has determined that slight changes to Rule 810 are necessary before EPA will incorporate the rule into the State Implementation Plan (SIP).
Sources Potentially Affected:
Stationary sources that are major sources due to either criteria pollutant emissions or greenhouse gas (GHG) emissions. New or modified major sources will be subject to PSD requirements for GHG when GHG emissions increases equal or exceed 75,000 tons per year.
Public Comment:
The District is soliciting comments on the project. To ensure comments are included in the Board Package, the District requests that written comments be submitted to the project manager identified below before 5 p.m. on May 28, 2013.
Project Details:
The District adopted Rule 810 to ensure consistency between federal and local PSD requirements, including greenhouse gases. Rule 810 incorporates the federal PSD requirements by reference. The proposed amended rule includes minor changes to ensure SIP approval by EPA.
Environmental Review Findings:
The District staff has reviewed the proposed project and proposes that the Board find that the project has no potential for a significant environmental effect on the environment pursuant to ยค 15061(b)(3) of the CEQA Guidelines. The District will file a Notice of Exemption with the County Clerk following the adoption of proposed amended Rule 810 by the Air Pollution Control District Board.

2013 Clean Air Plan

General Project Description:
The Santa Barbara County Air Pollution Control District (District) Board of Directors will hold a public hearing at the time and location listed above to accept comments and consider adoption of the 2013 Clean Air Plan (Plan). The public hearing on the Plan will begin around 1:00 p.m. or as soon thereafter as the matter can be heard.
The California Clean Air Act (CCAA) requires that the District report progress in meeting state mandates and revise the District's 1991 Air Quality Attainment Plan to reflect changing conditions on a triennial basis. The triennial progress report assesses the overall effectiveness of the District's air quality program and the extent of air quality improvement resulting from the prior plans. The Plan solely addresses attainment of the state ozone standard and proposes specific control measures to reduce ozone forming pollutants. The District will submit the Board-adopted Plan to the California Air Resources Board for approval.
Public Comment:
The District is soliciting comments on the Plan. To ensure comments are included in the Board Package, the District requests that written comments be submitted to the project manager identified below before 5 p.m. on May 28, 2013.
Compliance with the California Environmental Quality Act (CEQA) Requirements:
The District met the CEQA requirements for the 2010 Clean Air Plan by means of an Environmental Impact Report (SCH No. 2010071014). The District will prepare an Addendum to the Environmental Impact Report for the 2010 Clean Air Plan to satisfy CEQA requirements.
