GOLETA WEST SANITARY DISTRICT P.O Box 4 Goleta, California NOTICE INVITING BIDS N-1 NOTICE IS HEREBY GIVEN that sealed bids will be received at the office of Mark Nation, General Manager/Superintendent of the Goleta West Sanitary District at UCSB Parking Lot 32, Santa Barbara, CA 93106 for Phelps Road Trunk Sewer, 10-02, in strict accordance with the Contract Documents on file at the office of the General Manager/Superintendent of the Goleta West Sanitary District. N-2 DATE OF OPENING BIDS - Bids will be received at the office of the General Manager/Superintendent of the Goleta West Sanitary District until 3:00 p.m. on April 22, 2019 at which time they will be opened and read aloud. N-3 LOCATION OF THE WORK: The Work to be constructed hereunder is in the unincorporated area of Goleta, City of Goleta or UCSB Campus in Santa Barbara County, California. N-4 DESCRIPTION OF THE WORK: The Work comprises installation of new upgraded trunk sewers for the GWSD. N-5 COMPLETION OF WORK: Time is of the essence. The Work must be completed within 270 calendar days after the commencement date stated in the Notice to Proceed. N-6 AWARD OF CONTRACT: (a) The District reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as it may best serve the interest of the District. (b) As a condition of award, the successful bidder will be required to submit bonds, insurance, and the Proposed Construction Schedule specified in Section 01300 prior to execution of the Agreement by the District. Failure to meet this requirement shall constitute abandonment of the Bid by the Bidder and forfeiture of the Bid Bond. Award will then be made to the next lowest bidder. N-7 BID SECURITY: Each bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of at least 10 percent of the total bid price, payable to the Goleta West Sanitary District, as a guarantee that the Bidder, if its Bid is accepted, will promptly obtain the required Bonds and Insurance and will prepare the required submittal documents and execute the Agreement. N-8 BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of 60calendar days from the date of Bid opening. N-9 CONTRACTOR'S LICENSE CLASSIFICATION: The Contractor shall possess a valid Class A Contractor license. The bidder shall possess a valid license in the specified classification at the time that the bid is submitted as required under California Business and Professions Code Section 7028.15, unless exempt there under. Failure to possess the specified license at the time of submitting a bid shall render the bid as non-responsive and must be rejected. N-10 CALIFORNIA WAGE RATE REQUIREMENTS: In accordance with California Labor Code Sections 1770, 1773, 1773.1, 1773.6 and 1773.7 as amended, the Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in accordance with the standards set forth in Section 1773 for the locality in which the Work is to be performed. A copy of said wage rates is on file at the office of the District. The Contractor and any of its subcontractors shall pay not less than said specified rates to all workers employed by them in the execution of the Work and shall post a copy of said wage rates at the project site. N-11 REGISTRATION WITH CALIFORNIA DEPARTMENT OF INDUSTRIAL RELATIONS: Contractors and subcontractors who bid or work on public works projects must be registered with the California Department of Industrial Relations.
